Abstract

Youth constitute the foundation of any society, as they are instrumental in driving development and achieving social and economic progress. However, this vital demographic faces numerous challenges that may lead to social deviations, including drug abuse, criminal behavior, violence, school dropout, and other forms of misconduct. This study aims to analyze legal provisions addressing social deviations among youth, evaluate their practical effectiveness, and assess their ability to strike a balance between punishment and reform. Using a descriptive-analytical methodology, the research reviews relevant legal texts—including criminal codes, juvenile protection laws, and anti-drug legislation—and contrasts them with real-world application through case studies and expert insights. The findings reveal that, despite apparent comprehensiveness, current legal frameworks suffer from weak enforcement, insufficient rehabilitation mechanisms, and a lack of coordination among educational, social, and security institutions. Accordingly, the study recommends legislative reforms that account for the unique developmental stage of youth, strengthen community-based rehabilitation programs, enhance post-sanction monitoring units, and promote inter-agency collaboration—both governmental and non-governmental—to establish an integrated model for early intervention and prevention. Addressing social deviations requires more than punitive measures; it demands a holistic legal and social vision capable of reintegrating youth constructively into society.
