Manifestations of corruption and its reflection on the political performance of the Iraqi state.

Abstract
The interest in the corruption subject has increased in a noticeable
manner in most societies. The countries started to classify according to
the level of corruption that exists in them. The Corruption not considered
as a moral phenomenon, or an exceptional phenomenon related to
individual cases that can dealt with partially, but it is a multiple and
overlapping aspect of a social phenomenon that is difficult to separate
from each other. The political aspect linked to the economic aspect, social
aspect and the cultural aspect. In the recent years, pay greater attention to
the phenomenon of corruption in global levels, because of high rates of
corruption in many rich countries and poor alike. This global attention
might be reflected through holding numerous conferences, and the
publication of numerous documents and lists by international
organizations, such as the United Nations and World Bank, as well as non
- governmental organizations, most notably the international transparency
organization, which is an organization aimed at combating corruption in
the world, and issues an annual report about the level of corruption in the
countries of the world. The lists that the international transparency
organization suggest that the corruption is existed in all societies, rich and
poor, and developed and developing, and it can say that poor countries
are more corrupt than rich countries.
