Total quality management level and its relationship with organizational climate from the perspective of department heads and officials of quality divisions in the Colleges of Education

Abstract

Abstract Research will aim to identify the level of total quality management and its relationship with organizational climate from the perspective of department heads and officials of quality people in the Colleges of Education / University of Mosul for the academic year (2013-2014). As well as identify the level of total quality management in addition to the level of the regulatory climate in light of the variables (sex, length of service, specialization), and adopted a researchers on the scale prepared by (Furaihat and Mohafdha 2011) to determine the level of Total Quality Management. As well as the researchers adopted a resolution prepared by (Shawawrah 0.2011) to measure the level of organizational climate among members of the research sample, was presented instruments on the set of arbitrators for the purposes of honesty where they were to make some amendments to the paragraphs of both instruments in terms of re-wording to suit members of the research sample, and be a measure of the level of total quality management (paragraph 40). Cover these paragraphs (4) axes, namely, (satisfaction with the service provided, participation and strategic planning for overall quality, training and continuous improvement, the application of the principles of (TQM) and follows each of these areas (5) alternatives to answer and marked the scale stability as the value of persistence (0.94) , while the questionnaire consisted of organizational climate (paragraph 24) and cover these paragraphs (5) areas: (organizational affiliation, training, management style, risk tolerance, incentives).Corresponds to each of these areas as well (5) alternatives to answer and marked the scale stability as the value of consistency (0.87), and consisted of the research community of the four colleges by (29), Head of the Department, and also included the research community officials, the people of quality in the colleges of education where numbered (33), and chose a researcher in a manner comprehensive inventory of all members of the community of the department heads and officials of the people of quality in the colleges of education sample to the research, the researcher used several statistical methods in data processing them (t-test for one sample, and the t- test for moral correlation coefficient, and Pearson correlation coefficient). The most important results to the presence of statistically significant differences in the level of total quality management as well as in the level of organizational climate with heads of departments and officials of the people of quality in the Colleges of Education / University of Mosul and in favor of members of the research sample , in addition to a statistically significant relationship between total quality management and organizational climate . The research concluded with several recommendations was the most important benefit of the results of research and employed to measure the total quality management in education institutions. As well as the need to involve department heads and officials of quality people in developmental courses to enrich their knowledge and giving them experience on all aspects of TQM, but the most important proposals were to do a study to determine the level of total quality management to the heads of departments in the faculties of the University of Mosul.
