Abstract





Subject of oversight, whatever its type, was not born of the era we are studying, as much as it dates back to ancient civilizations that existed on the surface of this globe. It is considered one of the important and vital aspects of its continuity and success and standing against the forms of corruption that, if it spreads, threatens the authority of countries and disturbs their sleep, eroding and then destroying them. From this standpoint, the existence of oversight, in all its forms, is a major necessity for countries if they want to continue their success, consolidate the pillars of their authority, control their various resources, and curb those who manipulate and exploit their positions and jobs. Not only that, but even those close to sultans, princes, kings, and rulers throughout the ages and eras. Oversight of princes and caliphs in the countries of the Maghreb and Andalusia during the Almoravid and Almohad eras is considered one of the most important means of administrative reform used by the administrative authority. It is a tool for drawing boundaries that may not be crossed in an agreement, which enables the authorities to measure the extent of progress and successful evaluation in countries, and because it leads to rationalization of public expenditures, increasing revenue collection, and achieving social justice in spending and revenue.
