Human Security in Transitional Societies: the Iraqi Case as an example

Abstract

Human being's security stands for human development when political, societal and economic changes are taking place last years. There are many threats impeding the future horizons of human development. Accordingly, there exists a difference between human security and State security. However, this does not mean that both types of security are in opposition; rather the State security is essential for human security. Some contradiction comes to the fore when the State's interests and efforts are exclusively focused on national security issues at the expense of the citizens's fundamental rights and freedom. In addition, the same may happen when the State violates laws. As result, the State does not play its role as the human security protector.
